Havering Council’s own housing company, Mercury Land Holdings Ltd, has submitted a planning application to build homes on Hall Lane Mini Golf
Course in Upminster. Application P0248.19 is an outline planning application for the demolition of all current buildings and structures and redevelopment of the site to provide up to 48 houses and flats, including an access road

On the Havering Residents Association Poster it says:

This is devastating news for the area. Contrary to normal procedure, your
Residents Association councillors were not given any prior warning about this
application and we will be campaigning to have these proposals rejected.
